Summary

The nine rural municipalities of Santo Tomas River basin located between Cusco and Apurimac regions in Peru, have been developed and are incorporating participatory municipal environmental management tools to implement adaptation measures to climate change in their area courts. A concrete example of this is the creation of the Municipal Environmental Commissions - CAM in each of the municipalities in the watershed.

CAMs are made by local authorities, representatives of public and private sector as well as for civil society organizations. These have been the main actors in the development of the following municipal environmental management tools: The Municipal Environmental Assessment (SEA), Environmental Action Plan, the Environmental Agenda Local, Local System Environmental Management, as well as Policy local environment. These instruments reinforce each municipality in environmental management capacities of decentralized rural local authorities to incorporate climate change adaptation into their planning activities

In development of the process in question, it was learned that international strategies and policies (Convention United Nations Framework on Climate Change), national (Peru: National Climate Change Strategy) and regional (Regional Strategies against Climate Change of Cusco and Apurimac) climate change must necessarily be addressed, disseminated and implemented at the level of district municipalities and provincial rural Andes. The people living in these areas are among the most vulnerable to the negative effects of climate change, among others, by extreme poverty and the potential for water shortages in the Andean basins of glacial origin.

Purpose of the activity

The objective of the activity giving rise to the present lesson learned was to "develop and implement a decentralized Plan Strengthening Environmental Management focused on climate change, in the provinces and districts of conforming Association of Municipalities of St. Thomas Basin - AMSAT Chumbivilcas in the provinces of the region and Cotabambas of Cusco and Apurimac in Peru. In this activity, the main objectives are:

  • To support the creation, development and implementation of municipal environmental commissions of municipalities AMSAT members.
  • Facilitate the development of environmental management tools for local governments: Local Environmental Assessment, Local Environmental Plan , Environmental Agenda, Environmental System and Local Environmental Policy.

Original issue addressed by the activity

Initially no municipality of Santo Tomas River Basin was organized and / or had instruments, mechanisms, resources, media, and installed capacities in the field of environmental management to develop programs, projects and / or actions aimed at mitigation and / or adaptation to climate change in the population.

Strategy / approach chosen to address the issue

In this context we constructed a baseline as a diagnosis of provincial and district municipalities in the watershed Santa Tomas River. Over the base on this diagnosis was design and formulation of a plan for capacity building in decentralized environmental management focused on climate change and adaptation. This plan was to strike targets capacity building policy, regulatory, technical and administrative municipal authorities and the population in general and specifically promoting the development and implementation of an environmental management system in local provincial and district located in the basin of St. Thomas. To this end were held several consultative meetings with the aim of integrating the views, opinions and suggestions from civil society, community leaders, officials, representatives of organizations, among others.

The next step in the implementation of a process is dialogue and awareness with the main municipal authorities (mayors and councilors) on climate change and its consequences in the Andean region. This process generated a strong participatory process for the formation of the Municipal Environmental Commissions in each municipality in the watershed. CAM formed by municipal ordinance, we proceeded to the participatory development of the municipal environmental management tools: The Municipal Environmental Assessment (SEA), Environmental Action Plan, the Environmental Agenda Local, Local System Environmental Management and, Local Environmental Policy.

Implementation of the strategy / chosen approach

Results and Impacts

Initially none of the municipalities of the district and provincial river basin Thomas had municipal environmental management tools. Currently the 9 municipalities have recognized Municipal Environmental Commission ordinance and each municipality is already in the process of incorporating their respective municipal environmental management tools: The Municipal Environmental Assessment (SEA), Environmental Action Plan, Agenda Local Environmental Management System Environmental Local and, Local Environmental Policy.

Next Steps

This experience should be consolidated, as the incorporation of environmental management instruments at the municipal level but are important tools for developing adaptation measures to climate change, without proper monitoring and process of strengthening / capacity building of local authorities and technicians, it risks becoming a purely theoretical process.

Potential replication / application

This experience could be replicated in the municipal and provincial Andean districts, especially those located in the glacial basins. The approach to replicate this experience should be at the "vertical or integrated in the microbasins", linking high Andean regions, the inter-Andean valleys and jungle areas and lowlands. It is necessary to note that already the Cusco Regional Government has initiated a process to replicate this experience in the municipalities of the 13 provinces in the Cusco region.
